This agreement establishes a framework for collaborative research, custom training programmes, and joint public initiatives, further supporting Dubai’s ambition to become a global cultural capital.

Collaborative Vision for a Thriving Creative Sector

The MoU was signed by H.E. Hala Badri, Director General of Dubai Culture, and H.E. Dr. Ali bin Sebaa Al Marri, Executive President of MBRSG. It outlines plans to co-host specialised workshops, seminars, panel discussions, conferences, and forums, alongside developing original research to inform cultural policy and drive innovation within the sector.

Both institutions will leverage their platforms to share progress, promote inclusivity, and generate opportunities for sector-wide innovation. The agreement also focuses on capacity building, with a commitment to strengthening the capabilities of Dubai Culture’s workforce across multiple disciplines.

Leadership Perspectives on the Agreement

H.E. Hala Badri praised the partnership as a timely move that supports Dubai’s creative ambitions. She said:

“Creative industries are a key driver of Dubai’s growth, opening new pathways for individuals with ideas and ambition to thrive.”

She added:

“Our partnership with the Mohammed Bin Rashid School of Government will enable us to deliver high-quality research and innovation strategies that support decision-making and elevate Dubai’s position on the global cultural stage.”

Badri also emphasised the value of working with MBRSG’s academic experts to create new development programmes, attract international talent, and drive strategic planning within Dubai’s creative ecosystem.

H.E. Dr. Ali bin Sebaa Al Marri, Executive President of MBRSG, highlighted the school’s commitment to supporting Dubai’s transition into a knowledge-based creative economy. He stated:

“This Memorandum of Understanding reflects MBRSG’s commitment to supporting Dubai’s efforts to build an integrated knowledge-based and creative economy. Through scientific research and executive training, we aim to enhance Dubai’s competitiveness and align with its vision for global cultural excellence.”

He also noted that the collaboration marks a strategic step towards institutional synergy, aimed at building a resilient, knowledge-driven cultural ecosystem that supports economic diversification and empowers cultural leadership.
