Dubai Culture and Arts Authority (Dubai Culture) has signed a Memorandum of Understanding (MoU) with Dubai Municipality to enhance the city’s visual identity by integrating art into public spaces. This collaboration supports the Dubai 2040 Urban Master Plan, which focuses on sustainable, people-centric urban growth. By transforming Dubai into a global hub for culture, creativity, and talent, the initiative aims to improve the quality of life for residents and visitors.

The MoU highlights the shared commitment of both entities to expanding cooperation, improving communication, and exchanging best practices. Dubai Culture will decide how many artworks to install each year. Meanwhile, Dubai Municipality will select locations and coordinate approvals with government and private stakeholders. This initiative will turn Dubai into an accessible, open-air art gallery, enriching its visual appeal.
Empowering Artists and Fostering Creativity
Hala Badri, Director General of Dubai Culture, stressed the importance of this initiative in strengthening Dubai’s artistic landscape. She stated: “Through our Public Art Strategy, we aim to inspire innovation, support Dubai’s creative economy, and give artists more visibility. These efforts will enhance artistic appreciation and contribute to Dubai’s unique cultural identity.” Badri also praised Dubai Municipality for its role in supporting the Dubai Public Art Strategy and enhancing the city’s appeal through urban projects.
A Model for Sustainable Urban Art Development

Marwan Ahmed bin Ghalita, Acting Director General of Dubai Municipality, highlighted the importance of integrating art into Dubai’s urban spaces. “This agreement is a major step in merging art with urban development.
