Architecture studio MVRDV has won the international competition to design the Shift Embassy in Rotterdam, unveiling a mixed-use project that merges architecture, landscape, and environmental innovation. Titled Rotterdam ROCKS!, the proposal reimagines the building as a vertical extension of the city’s riverside landscape, combining public cultural spaces with sustainable construction strategies.
The winning design takes the form of two interconnected towers composed of rounded, rock-like volumes. Rather than functioning as a conventional high-rise, the project integrates planted terraces, ecological habitats, and public circulation into a continuous three-dimensional landscape, reinforcing Rotterdam’s ambitions for climate-responsive urban development.
Landscape-inspired design integrates biodiversity and immersive public spaces
At the heart of the proposal is a network of interconnected interior “caves” that guides visitors through exhibition spaces and public routes. Consequently, the building offers an immersive spatial experience inspired by natural geological formations while encouraging exploration and interaction.


The centrepiece of the project is The Elysium, a 5,000-square-metre exhibition space designed to immerse visitors in sustainable futures through interactive storytelling and digital installations. Meanwhile, the landscaped terraces incorporate planting, water filtration systems, and diverse habitats that promote urban biodiversity while extending the surrounding riverside environment vertically.
Mixed-use programme showcases sustainable construction technologies
Beyond its cultural programme, the 25,000-square-metre development will include a 200-room hotel, conference facilities, educational spaces, a food court, and a public observation deck. As a result, the Shift Embassy is intended to function as both a civic destination and a year-round hub for education, tourism, and public engagement.
The project also serves as a testing ground for low-carbon construction methods. MVRDV plans to incorporate reused steel, bio-based materials, and reduced-carbon concrete while exploring robotic fabrication and large-scale 3D printing to minimise environmental impact.


Furthermore, the building will operate as a living laboratory by continuously monitoring and publicly displaying real-time data on energy consumption, water management, and material performance. This transparent feedback system is designed to allow the architecture to evolve alongside emerging environmental technologies, demonstrating how data-driven design can support long-term sustainability.
With Rotterdam ROCKS!, MVRDV proposes a new model for civic architecture that combines ecological infrastructure, public engagement, and innovative construction techniques, positioning the Shift Embassy as a landmark for sustainable urban design in Rotterdam.
