Oman Launches $4.2B Muscat Coastal District

Oman launches $4.2Bn Muscat Coastal District development, boosting infrastructure, tourism, and urban growth in the region.

Oman has unveiled the $4.2bn Muscat Marine, Art and Digital District (‘MAD’), a coastal megaproject designed to transform tourism, culture, luxury living, and the future economy. Spanning over 1.5 million square metres, the district integrates sea-view residences, luxury hotels, cultural spaces, and emerging financial and digital industries. Moreover, the initiative reflects Oman’s ambition to elevate its global profile and attract high-net-worth investors, innovators, and creative talent.

A Multi-Phase Destination for Culture and Innovation

The development will be delivered over 12 years and aims to create a seamless live-work-connect environment rooted in Oman’s maritime heritage. MAD will feature luxury residential communities, curated retail concepts, world-class marinas, cultural venues, premium hotels, and next-generation business and finance parks.
Ziad El Chaar said: “‘MAD’ represents a defining step in how Oman’s coastline will be experienced and how its future economy will emerge. Together with Art District Real Estate development, we are building a destination that goes beyond real estate to empower enterprise, attract global talent, support cultural production and unlock new economic value. ‘MAD’ is a new gateway for Oman, one inspired by the sea and shaped by innovation.”

Building a Digital and Economic Ecosystem

A key element of MAD is its district-wide digital economy, which includes digital licensing, asset exchange, and ecosystem rewards to support new businesses and global investment. Furthermore, the project aligns with Oman’s diversification goals, strengthening culture, tourism, technology, and high-value financial sectors.
El Chaar added: “We are creating value beyond physical spaces. ‘MAD’ is an ecosystem where creators, innovators and investors meet; not only to live or visit, but to participate.
“That participation defines the future of real estate, and we are proud to shape it in Oman. This partnership demonstrates what Oman stands for; cultural leadership, responsible innovation and global investment confidence. ‘MAD’ is a testament to what is possible when heritage and ambition come together.”
