The Dubai Culture and Arts Authority (Dubai Culture) has signed a memorandum of understanding (MoU) with the Emirates Intellectual Property Association (EIPA), marking a pivotal step in enhancing cooperation on intellectual property (IP) education, awareness, and protection across the UAE’s creative sectors.
Strengthening the Knowledge Economy
The agreement aims to bolster joint efforts in promoting IP rights and fostering a robust knowledge economy. It outlines a framework for organising a series of initiatives and events, including educational workshops, training programmes, and annual community activities focused on legal and cultural awareness.

The MoU also highlights the commitment of both parties to share best practices and collaborate on research. Key initiatives include the exchange of knowledge materials, such as publications, videos, and periodicals, as well as the encouragement of scientific and cultural research related to intellectual property.
Official Vision and Strategic Alignment
Her Excellency Hala Badri, Director General of Dubai Culture, noted the UAE’s dynamic progress in building a strong legislative foundation for IP protection. She said, “The country is witnessing a dynamic cultural movement, and thanks to the protection and preservation of intellectual property rights, it has become an ideal place to live and work and thrive.”
She added that the UAE’s IP advancements have contributed significantly to innovation, research, and investment in the creative industries. “Our partnership with EIPA aligns with our efforts to strengthen the cultural and creative industries, positively impacting the building of a knowledge economy,” Badri stated. “It also helps us achieve our vision of cementing Dubai as a global centre for culture, an incubator for creativity, and a thriving hub for talent.”
A National Mission to Protect Creativity
His Excellency Major General Dr. Abdul Quddoos Abdul Razzaq Al Obaidly, Chairman of EIPA, described the partnership as a milestone in cultivating a culture of respect for intellectual property in the UAE. “This partnership embodies our mutual commitment to promoting the principles and foundations of intellectual property and raising public awareness of its importance in supporting the national economy and building thriving creative sectors,” he said.
He further explained that EIPA remains committed to creating a sustainable legal and educational framework that upholds the rights of creators and innovators. “We continue to work on developing qualified national talents and strengthening the institutional framework for protecting the rights of creators and innovators, in line with the UAE’s aspirations for knowledge leadership,” he added.
