A.R.M. Holding has announced a groundbreaking partnership with BIG – Bjarke Ingels Group to design a transformative 5 sq km urban development around the iconic Jebel Ali Racecourse. This visionary project aims to redefine Dubai’s cityscape through a blend of innovation, sustainability, and Emirati heritage.

During a high-profile signing ceremony, H.E. Mohammad Saeed Al Shehhi, CEO of A.R.M. Holding, and Bjarke Ingels, Founder and Creative Director of BIG, presented their ambitious vision. The masterplan aligns closely with the Dubai 2040 Urban Master Plan, which focuses on increasing green space, enhancing quality of life, and promoting human-centric design. With construction expected to begin in early 2026, the development will form a key pillar of Dubai’s next phase of urban evolution.

Community-Focused Design Rooted in Heritage and Innovation

The proposed development will transform the land surrounding the historic racetrack into a “living landscape” of interconnected urban islands. These will gradually increase in density around a central green park, offering both social vibrancy and environmental resilience. Bjarke Ingels described it as a “new chapter for Dubai,” where nature weaves through every corner, creating inclusive spaces for connection and creativity.

As Ingels explained, “The project reimagines the site not as a collection of separate objects but as a living, breathing community. Each part of the masterplan contributes to a larger ecosystem of sustainability and wellbeing.” The development includes Emirati-first housing, SME-driven retail, urban farms, equestrian facilities, and local F&B concepts—placing culture, commerce, and community at its core.

Designed for Holistic Prosperity and Long-Term Impact

With 100% of residents living within a five-minute walk of green spaces, amenities, and services, the masterplan takes a wellness-first approach. Features include passive cooling systems, inclusive public realms, health-focused infrastructure, and flexible co-working hubs. The “city-as-gym” concept ensures that wellness is seamlessly embedded into everyday life.

Health outcomes are a clear priority, with goals such as achieving the highest life expectancy in the GCC and the UAE’s lowest rates of obesity and diabetes. Furthermore, every design element supports interaction, lifelong learning, and cultural continuity.

“This development is not just about buildings—it’s about creating an ecosystem of growth,” said Al Shehhi. “By honouring our heritage while embracing global innovation, we’re shaping spaces where people can flourish across generations.”

Beyond its architectural scale, the project serves as a model for sustainable urbanism and community-first planning. With 17 measurable KPIs guiding its progress, it represents a firm commitment to responsible development and social wellbeing. It also reinforces Dubai’s global status as a city of the future.

By partnering with BIG, A.R.M. Holding is setting a new benchmark in regional real estate development—one where culture, innovation, and environmental responsibility intersect.
